There's a budget hotel in Mongkok not too bad but you can also opt to stay in YMCA or YWCA. My friend took a Cathay airline package that included hotel stays in Kimberly Hotel, Tsim Sha Tsui. Which is quite a bargain. So, you might want to opt for a package from an airline. If you want to stay longer, then you can switch hotel after the package ends because usually package only offer short period of stays. I don't really qualify to recommend accommodation because I stayed at my aunt's place whenever I go HK.
